So i am pretty interested in this game, but there is one thing thats still making me hesitant......is there, or are ther eplans for, PvP in this game?

I like MMOs....but without some kind of PvP element they just get old fast......

Check up on the Ask Cryptic under the Dev Blogs on the main page, there's been a number of stuff on PvP.

One of the goals for PvP in Champions is to try to make it engaging, offer rewards that you can only get in PvP (that's unique from those in PvE) and other good stuff.

Arena and duel-type PvP scheduled for launch.
Player created and controlled villains are not currently on the radar last I saw. Scenarios are a sort-of exception to that, but even if you are playing the part of villain in a scenario, you aren't a villain. :cool:
